It is very easy to make an insulated skirt from a blanket, in simplest form just by belting it at the waist, or for more freedom of movement, as a quarter circle wrap skirt as shown in this video:

Things like this could be an avenue of getting men into skirts because the practicality is obvious, its an effective layer for extra warmth, and easy to take on and off (assuming a wrap design).
