I think this is actually about very brief shorts which are "the equivalent of mini-skirts".

Yes it is, but I fail to see how short shorts are equivalent to miniskirts. The headline is deliberately misleading.

The hats worn in the image seem to be intended for cold weather. Seems to be an attempt at clothing-as-art, to say look-at-what-I-did!

Totally useless, if you are looking for something to wear as clothing.
