I am telling you they just don't notice.
I had to run some errands this morning I put on my usual a short denim skirt knee socks etc. On my way home I was on the expressway. They just built a new rest stop I had to use the facilities so I stopped.
I went in and went to the rest room. Its been cold around here and today is one of the few warmer days. I finished my business and was walking out .This man comes in looks straight at me and then says "Boy its great to see somebody finally wearing shorts."
This is what I was wearing

That is just the length I like and I have denim skirts just like yours. No one notices, or at least no comments. I have various colors, but that is my style. I like denim, khaki, gray, and camo.

I was out with my wife and a young woman from church to a flute ensemble concert this evening, then to the gallery at the arts center. I wore my forest green utility kilt. Someone must have noticed, but my wife and I didn't notice them noticing.

Actually I confer that a lot of people just don't notice, particularly denim minis. I think people would notice more at a distance and therefore you are unaware that they have noticed, whereas people approaching you are not going to gaze at your groin region.

I would say people DO notice but don't say anything. Perhaps they think like my grandmother that, "if you can't say anything nice, say nothing at all" However, that is not all the story - many are quite ambivalent about it and are OK being with skirted men.
A couple of examples. I play bridge locally and have worn a tartan kilt and several skirts (a black Skirtcraft skirt, a dark blue denim skirt from M&S and a khaki cargo skirt) and one lady commented that I have quite a variety of skirts! And further observe that the khaki one looked a bit tight on me. I replied that I still had to get rid of few Xmas meals which she smiled at.
And just yesterday, I was delivering some leaflets for a local elections councillor in nearby streets (I had on the 18" khaki cargo skirt again)when one man came up to me to say that he liked the previous councillor (same party as the leaflet) and we discussed local issues with him - points which I concurred. He made no comment on the skirt at all and didn't even look down first. So perhaps he thought it was shorts...

Well, can't think of .... well, no, one guy - the bagger at the checkout counter - kinda took a long look at what I was wearing today. And several ladies ... I'd say 30's and over ... looked and smiled.
Skirt is a tan/khaki or something like that and comes to below the knee a bit while the outer shell is a less flexible crocheted type material with dots scattered about. Comfortable, cool - dare I say regimental?
A blend of nylon, rayon and cotton for the skirt, the lining is nylon, I think.
Top is a ribbed sweater of some type of material which is stiffer than I'd expect, and with the lace neck thing. Stiff enough to slide on and off very easily, yet not too stiff to fit your shape under it. A 54% nylon, 46% rayon composite.

A year or two ago I was assisting at a public meeting and noticed one man who just couldn't take his eyes off me. I was answering his wife's questions and he was standing in the background; out of the corner of my eye I could see him staring open-mouthed alternately at my face and then at my skirt. He tried to turn away but his gaze kept coming back to me. I don't remember which skirt I was wearing, but it would have been something sober and formal to suit the occasion.
I was reminded of this a few days ago, when I was at a neighbour's house having a brief conversation with a friend of hers. His eyes kept unconsciously straying downwards to my skirt; as soon as he realised what he was doing, he jerked his gaze back upwards - but it soon strayed down again. He had met me several times before, so he already knew I wore skirts; the skirt I wore that day I was an unremarkable, calf-length, 'A'-line style in denim, so there was nothing particularly unusual about it to attract his attention.
Most people seem to adapt to seeing a man in a skirt quite quickly, so I am wondering why these two men appeared to have such a problem.
