In other words a Running Skirt could be a "SKORT" - a skirt covering (over) shorts.
The shorts could be ordinary athletic shorts or the compression type (think bike pants).
For speed and endurance a running skirt should not have any hindering flaps; aprons
or excessive length. Should be of light weight; non bulking and breathable material.
Whether running a 5 or 10k or a marathon the design should be of simple design.
No need for parasitic drag from useless pockets; flaps; aprons etc.
The runningwarehouse link features skorts - nothing new here.
Skorts have been around quite a few years and were first introduced in childrens
wear as 'Scooters' - girls shorts with a front skirted apron.
Now skorts are more like mini 'A' frame skirts with hem lengths from 12 inches to knee length.
Some have splits or slits in the side seams or on the front to define an apron.
Generally skorts are a bit/tad heavy for endurance runners and have way too much clutter
between the legs for comfort.
The team-colors link features netball skirts which traditionally do not have underwear shorts.
Basically they have a modest apron wrapping right over left like the female kilt and fastened
with sliding clutch clasp on the left side. Netball skirts have a multitude of mini knife pleats
around the sides and back of the skirt.
They could be worn as a running skirt but the length would be a hinderance to a runner in a
race of any substantial distance - way too much resistance.
For serious runners keep it simple - wear a light weight breathable mini skirt and a hi-hip brief
or thong for modesty - keep the material between the legs at nothing or a minimum !
For a triathlon a running skirt would be fine for the marathon and swimming portions but riding
a bike presents another problem. A chamois pad in the crotch would be recommended for comfort
while riding the bike.
So while running in a short (mini) skirt should present no real serious problems never the less
it is just like a kilt and one should observe modesty protocols unless and I am not going there ! LOL

I'm no runner and never have been so I ask this from some ignorance.
What's the advantage of a skirt over a pair of shorts?
I did hike quite extensively once upon a time and in really hot weather I wore very short shorts with an oversized t-shirt and real comfy that was.
Only once, I climbed a mountain wearing a "gym" skirt and to be honest, there was no great difference.

Two supposed advantages are:
1. The skirt covers any sweat marks around the groin.
2. It doesn't bunch up or get caught up between the thighs.
Mostly, though, it seems to be about fashion.

A frequent comment hereabouts is that the you appreciate the extra comfort of a skirt the most when you are sitting down for long periods - e.g. driving or flying. The corollary to that is that when you are standing up, walking or running, the benefit of a skirt is less.
I wear a skirt when running, and sometimes I find that sweat from the groin appears on the skirt, so that's one of Caultron's advantages gone!
So yes, it is largely a fashion choice.

I love playing sports in skirts/skorts - badminton/volleyball etc; the freedom of movement is immense. One problem with skorts is the inner part is usually too thick - sure it keeps everything in place and your modesty, but something more lightweight, breathable but opaque as in sport everything becomes visible would be great!

I even do auto repair in one. Usually choose a below-knee or calf-length denim skirt for when I'm doing that, so I can crawl under a car and still be modest without having to resort to stuff that's not comfortable. I just modified a short sleeve jumpsuit( like a mechanic would wear ) into a M.U.G.
