I thought the ceremonies had already happened, but I couldn't find anything more about this? Is he talking about a different ceremony?

If he did, no one noticed or he simply bottled it?
What's more, I wonder why he announced the plan, "ooh ooh look at me", surely not?
Steve.

I (choose to?) interpret his comments as: this is what I would prefer to wear and it's 2024 so come on people, why not.

My thoughts exactly. :D

I'm guessing some things during the opening ceremony might have overshadowed one athlete's sartorial statement, just maybe.

Still, this is kind of cool, and if he's trying to get attention for this, and feels comfortable doing so, that's kind of a good sign, wouldn't you say?

I did a lot of google searching after the ceremony and I do not believe he ever did. There is also a photo on his instagram from the opening ceremony on the boat, but only from the waist up. All I can see is a belt.
