I would think that Malta would be fine because it is a Christian Country. In my opinion, you would need to be careful in Muslim countries because they would think that you are a gay-homosexual and possibly stone you to death. I would never wear a skirt in a Muslim country unless I had a death wish....

Poland, Hungary, and most of Eastern Europe are very conservative countries with traditional family values and gender roles. Be careful. I have been to both Poland and Hungary and decided to wear trousers to be safe. YMMV.

Europe seems to be pretty chill with skirts on men. London, Paris, Malta, Spain. All good. No issues.
